plus loosened restrictions on when passengers can turn on electronic devices on planes. >> good afternoon, i am tori campbell, an aide arrested for inappropriately touching a student, janine de la vega talked to police about a second school he previously worked at and she joins us now live. good afternoon, janine. >> reporter: good afternoon, well detectives were here at bar russford elementary school in san mateo earlier talking to the staff and parents here. they know the suspect worked here for about a year and now they want to know if he inappropriately touched any of the students here. last friday san mateo police arrested 20-year-old eric michael rinse at his home for allegedly kissing an inproperty operation touching a girl that attends the after school program at carol elementary school, the school district says an employee witnessed him alone with the girl and that is against the policy and when the

incident was investigated further police found probable cause for an arrest, parents have been informed about that inspect. >> i am really worried and really i am scared you know to send my kids to school because i am feeling it is the second house for my kids. >> rines was booked for lewd and lascivious behavior with a child under 14, he only worked at carol as an aid for 30 days prior to that he was an aide at bar riseford elementary, police reached out to them there to let them know about the incident at carol, it is an open investigation so it is a possibility there are more victims. >> we are concerned of the special of other victims out there and that is why the investigation is still ongoing, that is why we are working together closely with the school to ensure if there is any other potential victims out there that we reach them. >> rines was booked but he is

yesterday afternoon about an suv parked there overnight, police say the 10-year-old girl and 8-year-old boy had been in the car since 10 p.m. tuesday, more than 12 hours without anything to eat or drink and the temperature dipped to 46 degrees, the father was taken into custody at midnight. there is no word on what he was doing. in the last 90 minutes the california public utility commission adopted what it calls a comprehensive set of rail transit safety regulations, the first in the state -- the first state in the nation rather to do that. claudine wong was at the meeting and has taken a look at the regulations and joins us to tell us about last minute changes just made today. >> reporter: good afternoon, yes, this is the general order right here, a thick stack of papers because keep in mind this has been worked on for a while, since 2009. today the commission had to acknowledge that the most recent draft, the proposal just released last month would not

have prevented the fatal accident on bart this month. so today changes were made. it took just minutes for puc commissioners to approve general order 175, what is called a first in the nation. >> i believe this general order sends a solid foundation and frame work to promote roadway worker safety in california. >> two fatalities earlier this month on the bart tracks also gave this board pause because today commissioners had to acknowledge that after more than 4 years of discussion and debate a proposal drafted last month would not have saved the lives of those two men. >> it was a bit shocking to realize that as we prepared to adopt these rules the rules would not have prevented the accident that -- as originally drafted would not have prevented the accident that happened. >> so today a couple of things

happened. the proposal did move forward. it includes among other things more training a testing program, better record keeping of near misses and up safe acts and address flagging and clothing requirement as well as worker rights but because of the accident there were more additions made, those included having a mandatory watch person and requiring three way communication between the workers central command and the train operators. something one commissioner called common sense. >> to me it is just unbelievable that that accident occurred the way it did and that that kind of work practice could go on. >> it also leaves the door open that this general order still might not go far enough with the ntsb investigation still ongoing the board acknowledged there may be work to be done as did eric williams, who represents union rail workers in san francisco. >> please, from the workers'

standpoint and for the community that we serve we are taking this seriously. >> back live out here in san francisco i did reach out to bart, asked them what they thought of these new rules and regulations, they say they are fully supportive and have already been working these into their procedures as they take another look at safety following the accident. live in san francisco claudine wong, ktvu channel 2 news. >> thank you. a construction crew cut through a gas line this morning in walnut creek, it happened at 9:00 on castle glen road near creekdale road there, the line provides service to 30 homes, crews worked to cap the line. new details in the case of 57-year-old hospital patient lynn spaulding, found dead in a hospital stairwell earlier this month. we have now learned that investigators from the california department of public health will interview five san francisco sheriff's deputies about the case.

spaulding was missing for more than two weeks before her body was found. a vicious dog attack in antioch sent four people to the hospital, ktvu's tara moriarty was in the neighborhood where it happened and talked to neighbors who witnessed the attack. >> reporter: just before 9:00 last night on larkspur drive in antioch neighbors heard screams. >> -- there was like a bunch of cop cars out here and i was scared and then i heard gunshots and i ran inside. >> some neighbors ran outside of their homes to see what all of the commotion was about and that is when they say they saw a man who had been walking down this trail with his two dogs being attacked by two other dogs described as pit bulls or mixes. >> i was just staying up here because they kept running back here because there is blood and there is blood all on my sidewalk and my driveway, so they got real -- they got close as to here. >> 4 people were bitten, wounds mostly to their arms and legs. >> officers arrived and the dogs charged at the officers and they were forced to fire

upon them, killing one, one of the them ran away. >> police captured it when it returned, the victims drove themselves or taken by ambulance to the hospital. >> i am just like glad it wasn't halloween because with all the kids coming out and all the little like little ones and if they -- if that happened during halloween when they are all trick or treating and having a good time with their family it would have just been horrific and devastating. >> police have not determined who the dog owners are, the surviving dog will remain in quarantine, and the victims will be notified of rabies test results. >> if you are tired of having to put that away we have got good news for you, the changes just announced by the faa. planning on trick or treating tonight? mark tamayo will be here with your forecast. they discuss a possible probe in a elder abuse in a senior facility as police search for one of the center's missing residents.

there are new questions regarding the sheriff's deputy who shot and killed andy lopez. according to reports the deputy involved told investigators he did not remember whether he

identified himself as an officer before shooting lopez. lopez was holding a bb gun that looked like an ak-47 assault rifle. the deputy says he thought it was a real gun and feared for his life. in just about an hour the man shot by san francisco police and accused of attempted robbery is due in court. nine-year-old ramel nav are easy is accused of trying of rob a man after using craigslist to arrange to buy an iphone for him, police shot him after he pointed a gun at them and fired what turned out to be blanks, he is facing similar charges in san mateo county. in marin county a 19-year- old convicted of stealing celebrity chef guy fieri's lamborghini is awaiting his sentence, yesterday a jury found max wade guilty of auto theft and possessing a stolen carp, however he was only convicted for one of two attempted murder charges, he was found guilty of attempted

murder for firing at a young man who was dating a girl he liked, but not for attempted murder of the girl. a key senate committee wants to know how the man who killed 12 people last month at the washington navy yard received a security clearance, the committee held hearings today. family members say there were clear signs the contractor aron alexis was mentally ill but one said that was not the only flaw in the security process. >> now we know we have 8400 people with clearances that don't follow the law when it comes to paying their taxes and half of them have a top secret clearance, the american people ought to be asking what in the world is going on. >> he says tax debt makes these

people vulnerable to being offered money or blackmailed into divulging government secrets. exciting news for many airline passengers who will soon be able to use electronic devices during an entire flight, this comes after the faa made a major change in policy. kyla campbell explains the new rules and the reason behind the change. >> reporter: based on these new faa rules soon when you fly out of sfo and have your cell phone or tablet you will be able to keep them on for the majority of your flight. the faa said a group study showed most portable electronic devices did not interfere with aircraft navigation systems. the faa now approves passenger using tablets and those for the majority of flights. >> i like to listen to music when i am taking off it kind of eases the whole take off process so it will be nice. >> before now it allowed electronic devices usually only above 10,000 feet. there are still some exceptions, you cannot talk on

your cell phone, plus. >> the committee recommended that heavier devices be safely stowed under seats or in overhead bins during take off and landing. >> the administrator seat safety is number 1. >> passengers must take a break from whatever they are doing and listen to the safety briefing before each flight. >> these changes won't take affect overnight. the faa says each airline has to submit a plan and get approval before changing the rules, delta was the first today, from the reagan national airport, kyla campbell, ktvu channel 2 news. >> today students there are recovering from food poisoning, the campus newspaper reports 40 cases with four students now hospitalized. the students became sick after eating at the student housing complex florence moore hall, no word on what caused it but the dining staff are sanitizing the

areas. at san francisco city college faculty members say the school's accreditation problems are complicating contract knee goeses faculty members say they have been fighting to we cover what they lost in two separate pay cuts. in july the commission announced plans to pull city college's accreditation next summer. today the fbi, state attorney general's office and local police are scheduled to discuss an investigation into possible elder abuse at the castro valley nursing home. investigators say the probe into the manor could last for months, 14 sick, elderly and bed ridden patients were left abandoned after regulators shut down the senior care facility. in addition to the investigation police are also still looking for one of those residents. >> mr. basscom has been a missing person many times in the past for us so we didn't
